  • Core Strategy

    The Core Strategy Development Plan Document will set out the spatail strategy to help guide and manage future development across the borough. It will be one of the first documents to be produced as part of the Local Development Frameowrk.

  • Core Strategy Archive

    Before the Core Strategy can be adopted by the Council it will be subject to a number of stages of preparation and consultation. The Council started preparing the Core Strategy in 2004, and in February 2006 undertook consulation on its Preferred Options for the Core Strategy. Later in 2006 the Council decided not to proceed to the next stage of consultation. Instead further consulation was carried out in October 2008. This was to, amongst other things, to take account of the emerging Regional Plan.

    Local Development Framework Studies on Employment Land in Charnwood and in the Leicester and Leicestershire Housing Market Area. The Charnwood Employment Land Study was published in 2006, whilst the Leicester and Leicestershire Housing Market Area Employment Study was publshed in 2008.

  • Extended Phase 1 Habitat Survey & Species Study of Potential Strategic Development Areas (2008)

    This page provides information about the Phase 1 Habitat Surveys that have been undertaken for Charnwood Borough. It also includes a link to the Species Report that has been undertaken for the potential development areas in the Borough.   • Gypsy and Traveller Accommodation Needs Assessment

    In 2006 Charnwood Borough Council along with Leicestershire County Council, Leicester City Council, Rutland County Council, Blaby District Council, Harborough District Council, Hinckley & Bosworth Borough Council, Melton Borough Council, North West Leicestershire District Council and Oadby & Wigston Borough Council commissioned the Centre for Urban and Regional Studies at the University of Birmingham, with John Bloxsom of John Bloxsom Housing Services, to carry out a Gypsy and Traveller Accommodation Needs Assessment for the Study Area of Leicestershire, Leicester and Rutland. The final study is available to download from this webpage.

  • Inspectors Report ~ July 2000

    Index for: Inspectors' Report on the Deposit Draft of Charnwood's Local Plan (July 2000). The page includes a covering letter, summary of recommendations, and 10 chapters on the different topic areas within the Local Plan. Also included are 4 pieces of correspondence between the Planning Inspectorate and the Borough Council regarding a requests for clarification.

  • Issues and Alternative Strategies 2007

    In September 2007 we discussed with key groups and organisations whether we had identified and considered all reasonable alternative approaches to meeting our future development needs. This focused consultation with key stakeholders helped inform the Core Strategy Further Consultation published in October 2008. The page includes an Alternative Strategies Discussion Paper and also a summary of stakeholder worshops.

  • Issues and Options June 2005

    The Council sent a draft version of the Core Strategy to key stakeholders in June 2005 to gain their initial views. It set out broad issues and options for growth in the Borough and asked for comments in June and July 2005. The page includes links to different parts of the Issues and Options document (including a text only version) and also has a summary of representations. The page has links to the draft Sustainability Appraisal Scoping Report which was published for consultation in July 2005. The draft Sustainability Appraisal Scoping Report is made up of a main report and 4 appendices, and there is a document summarising consultation responses.

  • Issues Papers 2004 Towards a Local Development Framework

    In May/June 2004 the Borough Council published an 'Issues Paper' called Towards a Charnwood Local Development Framework,as the first stage in the production of revised planning policy for Charnwood.The Paper was circulated to local groups and organisations and a roadshow and exhibition toured the Borough. The page includes links to documents summarising responses to the Issues Papers.

  • Land Availability

    National Planning Policy requires planning authroties to assess and demonstrate that they have a 5 year supply of deliverable land for housing. This page sets out document detailing the 5 year land supply in document published since November 2007. Also included are surveys of housing land availability with surveys available to view dating from 2002. Employment land availability suveys are also available dating from 2002.

    The Local Development Scheme is the timetable for producing the documents which go into the Charnwood Local Development Frameowrk. The scheme tells you what documents will be produced and when you can expect to get involved.

  • Local Plan for Borough of Charnwood

    Sets out the adopted local plan policies and proposals to guide the development and use of land. Over time this will be replaced by the Local Development Framework.

    Annual Monitoring Reports have been published since 2004/5 and are available to view on this web page and set out how the Borough is performing against a number of indicators including on the delivery of housing and employment land.

  • Strategic Housing Land Availability Assessment 2010

    The Council is about to update the 2010 SHLAA report to include any new sites and update any of the existing ones as necessary. Additionally, this year we are also seeking potential employment sites to include in an employment land review. National Planning Policies require all local planning authorities to carry out an assessment of land and buildings within their area to ensure that they have taken into account all possible sources of housing and employment land when planning the future development of their local area. All sites submitted will be individually assessed by the Planning Policy Team. The submission of a site DOES NOT guarantee that it will be allocated for development or receive favourable consideration if an application for residential planning permission is submitted. Respondents are reminded that applications for planning permission are determined against the adopted development plan and any other material considerations. Should you wish to put forward any sites for consideration, please fill in the proforma below and provide us with a site location plan of the site. All forms should be returned by Friday 16th March 2012 to guarantee it’s inclusion in the 2012 assessment

  • Strategic Housing Market Assessment

    The Strategic Housing Market Assessment is a study of the housing needs and markets in the Leicester and Leicestershire Housing Market Area. The assessment was commissioned jointly by all Leicester and Leicestershire Local Authorities. The results of this assessment will be used to inform the Local Development Framework and Housing Strategy for the Borough.
