At the Council

The Borough Council recognises the important role it plays in improving the quality of life in Charnwood - both as a service provider and in undertaking its various regulatory and enforcement functions.

The Council is committed to tackling the causes of Climate Change and has reinforced this commitment by becoming a signatory to the Nottingham Declaration on Climate Change.

The Nottingham Declaration states that Climate Change brings both threats and opportunities. These opportunities include helping local residents and businesses to reduce thier energy costs, reduce congestion, improve the local environment and deal with fuel poverty in our communities.

The declaration also sets out the council's commitments in terms of responding to Climate Change. These commitments include producing a Climate Change Strategy and reducing emissions of greenhouse gas resulting from the council's activities.

Climate Change Strategy

The Council has developed a Climate Change Strategy which sets out the actions the Council intends to take to ensure sustainable principles are at the heart of its activities.

The Climate Change Strategy has evolved from the Sustainability Strategy and is part of the Council's commitment under the Nottingham Declaration on Climate Change.

The strategy sets out the objectives that Charnwood Borough Council has set itself to tackle emissions of greenhouse gases and how it should prepare itself for living with the effects of climate change.

Local Authority Carbon Management Programme (LACM)

The Council is also taking part in the Local Authority Carbon Management (LACM) Programme which is run by the Carbon Trust.
The programme is a five step process to help local authorities identify where thier emissions of carbon are coming from and develop a programme of actions to reduce these emissions.

The Council is only one of a handful of Borough Council's taking part in the scheme.

Taking part in LACM is part of the Council's commitment to achieve a significant reduction of greenhouse gas emissions from our operations especially energy sourcing and use, travel and transport, waste production and disposal and the purchase of goods and services.

Environmental Management System (EMS)

Charnwood Borough Council has considerable responsibilities toward the local environment. Moreover it has long been acknowledged that a global issue such as climate change must be addressed at the local as well as the national and international level.

These responsibilities result from the Council being a major employer, land and property owner and provider of services. It is also a significant purchaser within the local economy, as well as a leading grant-maker and facilitator of community initiatives.

In order to manage these responsibilities Charnwood Borough Council is introducing an Environmental Management System (EMS). The EMS will help the Council to manage and reduce the environmental impact of its activities and the services it delivers. The Council's EMS will be seeking external certification to the international environmental management standard ISO14001.

The EMS is being introduced across the Council's sites and services with three of the Council's sites initially seeking certification under ISO14001. These sites are the Council Offices at Southfields, Loughborough Town Hall and South Charnwood Swimming Pool at Syston.

As part of this EMS the Council has adopted an Environmental Policy which sets out the council's overall direction in terms of environmental performance. A copy of the policy can be downloaded below.

Environmental Management Systems are designed to manage those activities which have a significant impact upon the environment. These activities are known as Significant Environmental Aspects. The Council has taken the decision to communicate these aspects for the three sites seeking certification under ISO14001. The Significant Environmental Aspects list can be downloaded below.
