Charnwood Homelessness Strategy

The Homelessness Act 2002 places a duty on every Local Authority to undertake a Review of Homelessness within the locality and publish a Homelessness Strategy by 31st July 2003. The Homelessness Strategy is concerned with helping to address the needs of homelessness people, irrespective of whether or not they are ‘statutorily homeless’ and is the first step to making a real difference.

As part of the Government’s new approach to tackling homelessness it has directed councils to concentrate on two key priorities:

• Preventing homelessness; and
• Producing effective services to meet the needs of homeless people.

Many different agencies and organisations involved with homeless people and homeless people themselves, have contributed to the Strategy. This includes representatives from Charnwood Borough Council (Housing Services), The Bridge Housing Advice Service, Leicestershire Social Services and Charnwood and North West Leicestershire Primary Care Trust.

The Homelessness Strategy includes:

• The Review - This outlines the homeless issues and problems that exist in Charnwood, in particular, the extent of homelessness within the Borough; existing services and provision to help homeless people; and gaps in existing services and provision
• The Strategy - This builds on the findings of the Review and shows clearly what needs to be done in the future to improve the current situation.
