Government guidance on housing and planning has emphasised the requirement for local authorities to assess housing need, develop complementary strategies to address it and co-ordinate effort in a corporate approach to their strategic and enabling role.

In January 2003 Charnwood Borough Council commissioned David Couttie Associates, an independent housing research consultancy, to undertake a Borough-wide Housing Needs assessment and projection of housing need, as the basic building block in informing housing, planning and care strategies for the future.

The Housing Needs Survey was undertaken by a postal questionnaire sent to randomly selected households throughout the Borough, including home owners, people who rent privately, council tenants and tenants of local housing associations. In addition to this, an interview-based sample survey of parts of the Borough has been undertaken to identify more detailed requirements of people resident in the area.

The survey is designed to build up a picture of both current and future housing needs for the Charnwood area by asking households questions about their property, the people who live in it and any short-term or long-term housing needs. The results will underpin the Council’s future strategic planning on housing matters and form an important contribution to the bid for central Government funding.

What local people have to say, regardless of whether their present house is suitable or not, is extremely important and will assist Charnwood Borough Council greatly in shaping housing strategy and policy for future years.
