Emergency Planning for Charnwood aims to prepare emergency plans and make arrangements to protect people, property and the environment in the Borough or reduce the impact on them from an emergency.

The Council Emergency Planning Officer is part of team that includes the Police, Fire, Ambulance, Health Services and the other Local Authorities in Leicestershire referred to as the Local Resilience Forum (LRF). Their task is to prepare contingency plans designed to meet any major disaster or emergency in the County. The Leicestershire LRF is also part of a wider East Midlands Regional Resilience Forum (RRF) that shares both planning and, when required resources, to put them into effect. In the immediate aftermath of a disaster the role of the Council is to support the emergency services and, if required, provide places of safety for the immediate care of survivors or evacuees from affected areas. These are known as Relief Centres and make use of any suitable buildings and are staffed by a mix of Council staff and volunteers from organisations such as the WRVS, Red Cross etc. The Council then coordinates the work to help victims move to more suitable longer term accommodation and takes the lead in any clean up operations that might be required. Parts of the Borough are vulnerable to flooding and experience has shown that no matter how much work is put into flood defences they may be overwhelmed from time to time. The River Soar and some of its tributary brooks have historically caused flooding.
