Planning applications will always be determined in accordance with the development plan and any other material considerations.
New national planning policy aims to reduce the demand for travel, especially by car, and therefore discourages residential development in unsustainable locations. Rural housing should be focused on existing towns and identified service centres, which have a good range of services and new housing in other villages will only be permitted if it meets an identified local need for housing.
On the basis of this national planning policy, recent appeal decisions and an audit of the services and facilities available in Charnwood's rural communities, this page sets out the approach that will be taken in determining planning applications for housing development in rural communities in Charnwood.

Residential Development would result in unsustainable development contrary to national planning policies. Residential development will only be permitted where the proposal is small scale (less than 10 dwellings), and solely for affordable housing to meet an identified local affordable housing need. Proposals will be judged against Policy H/6 of the adopted Borough of Charnwood Local Plan. |

National policy on new dwellings in rural communities is set out in the following Planning policy Statements:

KEY FACILITIES AND SERVICES
- A primary school;
- A general store selling groceries and basic provisions;
- A village or community hall;
- A significant Class B employment site within 3km walking distance of the village;
- An hourly weekday daytime return bus service to at least one main urban or sub-regional centre.
LOCAL DEVELOPMENT FRAMEWORK
The approach to development in Charnwood settlements will be refined as part of the process of preparing policies for the Local Development Framework Core Strategy. The Core Strategy will set out a Settlement Hierarchy for the Borough which once adopted will replace the above interim guidance based on national policy and recent appeal decisions. The proposed Settlement Hierarchy set out in the Core Strategy Further Consultation Document does not have sufficient weight, at this pre-submissions stage, to be used to determine planning applicaitons.
