Refuse collections

Household Waste - Every local Council has a duty to collect; Charnwood has let a contract to a company called Veolia Environmental Services to provide this service on our behalf.

Trade or Commercial Waste - Any commercial enterprise or business that wishes to have their rubbish collected must pay for the service as this is not covered by the local business rates. This service can be provided by commercial refuse collection contractors that can be found using the internet or the local phone book. However, Charnwood Borough Council has a duty to arrange for collections of trade or commercial waste if requested to do so by those businesses. This duty (under the Environmental Protection Act 1990) is fulfilled by our arrangements with Veolia Environmental Ltd. All enquiries therefore should be directed to Veolia Environmental Ltd who can be contacted on 020 7812 5000, or by filling in the contact form available on their website. If you have any problems making suitable arrangements please do not hesitate to contact the Head of Environmental Services at Charnwood Borough Council."

How do you collect domestic waste?

Most residents are provided with wheeled bins in which to store their refuse, others, where the use of a wheeled bin is not practical residents are provided with black sacks free of charge. Some such as those who live in apartment blocks have the use of communal containers. All residents in Charnwood have a minimum fortnightly collection from their homes.

What goes in the Black Bin or Sack?

Black bins or sacks can be used for all household waste which can't be recycled using the box or sacks provided for this purpose - see our recycling pages for more information.

PLEASE NOTE: Low energy light bulbs should not be placed in the wheelie bin OR in the recycling sacks. Instead they should be taken to a Household Recycling and Waste Site. These are located at Railway Terrace, Loughborough, Hathern Road, Shepshed or Cemetery Road, Sileby and any questions about disposal at these sites should be directed to Leicestershire County Council, as they run the sites. Residents with wheeled bins are asked to leave their bin at the edge of their property next to the highway at 7am on their day of collection, as shown below. They will be emptied and returned to the edge of the property.

We will not empty a wheeled bin if:

  • It is over-filled
  • It contains inappropriate materials
  • It is placed out for collection on a non-scheduled day (for exceptions see above)
  • It is not placed out for collection on the scheduled day or was not placed out for collection by 7am

We will only collect what is in the wheeled bin – any side or excess waste will not be collected regardless of whether it is in Charnwood black sacks. Please make use of the recycling services to minimise your waste. Residents should not place their bin for collection earlier than the evening before their collection day.

Please be aware: Excess bags on the highway may incur an £80 fixed penalty notice for littering under section 88 of the Environmental Protection Act 1990

Residents with plastic sacks are asked to leave their sacks at the edge of their property next to the highway at 7am on their day of collection (see diagram above). Charnwood will collect up to 3 sacks from each household each week. On recycling week the contractor will leave new black sacks depending on how many bags are presented. On the other week no black sacks will be left. The collection vehicle in use on that week is primarily involved in emptying wheelie bins and does not carry black sacks

Sacks will be collected if:

  • They are manageable
  • They are tied
  • They are placed out for collection at the correct time

Sacks will not be collected if:

  • They are too heavy
  • They contain inappropriate materials
  • They are placed out for collection on a non-scheduled day (for exceptions see above)
  • They are not placed out for collection on the scheduled day
  • They are behind a locked gate
  • They are split
  • They are not tied
  • They are not Charnwood refuse sacks

Residents should not place their sack out for collection earlier than the evening before their collection day.

Bags containing items that are not listed on the front of the recycling bags, will not be collected. Charnwood Borough Council will write to people who place incorrect items in bags. Persistant offenders may be issued with a £110 fixed penalty notice for incorrect use of a waste receptacle, under Section 472A of the Environmental Protection Act 1990.

Residents using a communal bin will need to provide their own sacks. Please consult the manager of the building for specific details as arrangements are made according to the requirements/restrictions of the building. Residents will not normally need to move containers for collection. Containers will not be emptied if:

  • They are overfilled
  • They contain inappropriate materials

How can I get a wheeled bin?

Wheeled bins were issued to most properties when the changes were made to the refuse collection service (during 2004 and early 2005). The bin remains the property of the Council and must be left with the property when you move house. Properties without wheeled bins can request one free of charge but please bear in mind that the bin must be stored off the public highway on non-collection days.

If your bin is broken through general wear and tear, or damage has occurred during collection the Council will repair or replace free of charge please contact us to report such an incident. However if a wheeled bin has been damaged through misuse a charge will be made for its repair or replacement.

You may want to mark your bin in some way to identify it from others. If you do so please take care to not damage the bin. It is your responsibility to keep your wheeled bin clean. You can either clean it yourself (a rinse every month or so is usually more than sufficient) or contact a private specialist company – check the local telephone directory for details.

How to avoid getting maggots in your bin.

High temperatures speed up the life cycle of the house fly which causes some of them to reach a larger size and become noticeable.

We always had organisms like this around even in the days of the black sack but they would have gone with the sack or scuttled off into the garden and not been so noticeable.

The advice is to wrap waste food in something airtight (any plastic bag will do, preferably squeezing the air out) before flies have time to land and lay eggs on it, keep the bin lid shut and keep the bin in the shade if possible.

How can I get black sacks?

Blacksacks

Black sacks are supplied free of charge to households that do not have the provision for a wheeled bin (and as agreed with the Council). The bags will be delivered on the same week as your recycling week. Please see the previous sections for instruction on how to correctly use your black sacks. If you are using black sacks but would like to have a wheeled bin instead please contact us for further advice.

What if my collection is missed?

Contact us.

Before contacting please check the following:

  • Was the bin/sack in the correct place for collection?
  • Do the crews have access to the bin/sack?
  • Have you complied with the guidelines set out previously?

If the answer to all of the above is yes then contact us and collection will be arranged, usually within the next 24 hours. You will be informed upon contact if we cannot collect your refuse and be given a reason why.

What if I am unable to move my sacks/ wheeled bin to the edge of my property for collection?

The Council provides a discretionary assisted service for residents unable to place their bin/sacks out for collection. This is usually due to illness or disability. If you think you qualify for the assisted service please contact us to assess your situation, using the form below. You may need a note from your Doctor or health service provider and a home visit may be needed. The assisted service allows you to leave your bin/sacks outside the front or back door of your property provided there is easy access for our crews to collect.

What about bulky items?

Waste Disposal Site(TIP)

Landfill

For any items that cannot be removed with your household collection, you can either take these to one of the Household Waste Disposal Site (tips) listed below or we can arrange a special collection to be made. Alternatively, you could register with freecycle.org.uk and advertise your unwanted item(s) for free to other Freecycle members.

As well as the recycling and waste collection services provided by the Borough Council, Charnwood residents can also dispose of their domestic refuse at the Household Waste Disposal Sites run by the Leicestershire County Council. In Charnwood these are located at:

Trailer/Van Licenses

Householders can visit any one of these sites to dispose of their own household waste in their own car. If you wish to visit these sites in a van, commercial vehicle or with a trailer over 4'-6" (1.4 metres) in length, you will require a permit to tip. There are two types of permit available. If you are borrowing or hiring a van, you can obtain a temporary permit by calling 0116 265 7240 during office hours. If you own a van for your own use, or have a trailer, you may be able to obtain a longer permit by completing an application form available on line, or for more information call 0116 265 7240.

Special Collections/Bulky Items

Before opting for a special collection, are the items, or some of them of use to anyone else? This may help to reduce your costs as well as reducing landfill. See below for details of our partnership arrangements with Complete Wasters, SOFA and Environ Bikes 4 All.

What will we collect?

Freestanding furniture, domestic appliances and household items in sacks and boxes where appropriate. Note that each man lift counts as one item: e.g., 3 piece suite, tables, chairs, TV’s, sit on toys, toys, dismantled swing, etc, beds, mattresses, head boards, fridges, cookers, freezers, curtains, carpets, underlay, clothes airier, bookcase, bikes, stools, wardrobes (freestanding not fitted), chest of drawers, dressing tables, tumble dryers, cupboards (freestanding, not fitted), ottoman, sideboards, suitcases, wine rack, fireguard, washing machines, coffee tables, vacuum cleaners, pushchairs, prams, microwave, ironing boards, toasters, kettles, fat fryer (without oil), rotary line, video, stereo, speakers, dishwasher, washing machine, child's car seat, lawn mower (not sit on type), strimmer, garden tools (spades, rakes, forks, etc) spin dryer, bedside cabinets, iron, sunlounger, non-recyclable packaging, lamps, small ladders, polystyrene, computer, printer, keyboard, desk, wall unit, empty paint tins (no paint tins if paint still inside), deck chairs, electric portable heaters, household bric a brac.

What won't we collect?

Garden waste, no structural fitments, e.g., doors, window, bathroom suites, fitted kitchens, fitted wardrobes, skirting boards, tiles, radiators, boilers, gas fires, showers, guttering, floor boards, laminate flooring, sheds, fencing, gates, fence posts, no trade items, no motorised vehicles (or parts) including wheelchairs.

Recycling of furniture, domestic appliances and household items

If your items, or some of them, are in good enough condition to help someone else in need, why not contact our partner SOFA - the local furniture project supplying to people in need in Charnwood? They can be contacted on 01509 262557 and will check whether any of your items can be re-used in that way.

Recycling of P.C.s and electrical equipment

PCs etc can be taken to Leicestershire County Council Recycling and Household Waste Sites where they have to be treated as hazardous waste for landfill. Speak to the on-site contractor before disposing of any such items.

Cycle Recycling

If you have a bicycle or cycle parts for collection, try contacting Environ Bikes 4 All on 0116 246 0048 or check out the Environ website at www.environ.org.uk Bikes 4 All refurbish and rebuild cycles, offer cycle training and may be able to collect and make use of your old bike.

Collections from Businesses

We are unable to do any special collections for/from any trade businesses. It is not a duty of the Council and trade waste is so diverse, it would not be economic for us to get involved. Contact any licensed waste collection contractor for this service.

How much will it cost?

Households are now entitled to 3 free collections each year and we will collect up to 3 items per collection. The following table lists some options for use of the free collection service:

Cost if you need to pay for items

£15 for up to three items. This means that:

For 1-3 items you will be charged £15
For 4-6 items you will be charged £30
For 7-9 items you will be charged £45
and so on in multiples of 3.

Please note a 3 piece suite will count as 3 items and a bed, headboard and mattress will also count as 3 items.

Please Note: To request a collection please fill in the on-line payment form below. Where necessary (*see section above on payments)you may also fill in this form and pay for your special collection at the Council Offices on Sountfield Road, Loughborough.

When will the collection be made?

The collection will take place within 7 working days of a request and receipt of payment. Items need to be left outside as soon as an order is made. Please ensure access is available. (Please note: Fridges, freezers and other white goods are collected separately to other items).

Complete the bulky waste collection form below, then print it using the 'Print' button and either:

  • hand it in at the Charnwood Borough Council cash office along with the correct payment. or
  • post it along with a cheque for the right amount made payable to Charnwood Borough Council to: Contact Centre, Southfields, Southfields Road, Loughborough LE11 2TN

Clinical Waste Collections

Clinical waste collections will be arranged through your doctor, district nurse or hospital either as a one off or regular weekly collection.

If you used incontinence pads, these can be double bagged and put in with your usual rubbish.

What if I have regular needles to be disposed of?

If you need needle collection, your doctor will give you a prescription for a sharps box. To arrange for the full boxes to be collected (minimum of 5 per collection), please contact us and you will be advised when the boxes will be collected. You will then need to get a repeat prescription for new empty boxes.

We try to maintain the highest standards in our refuse collection work, we monitor:

  • The cost of waste collection
  • The percentage of missed collections, and the number of these put right by the end of the next working day
  • Your satisfaction with the service we provide

We report on our performance in these and other areas in our Best Value Performance Plan every April, and also publish our targets for improving performance.
