Review of the current SHLAA.

The consultation period starts on Friday 26th February 2010 and all forms should be returned by Friday 9th April 2010.

Site proposals that were submitted to the Council as part of last year’s SHLAA will automatically be considered within this year’s assessment and do not need to be suggested again. However, if you wish to submit additional or new information regarding the availability or development potential of previously suggested sites, please use the proforma below. Please make sure you clearly quote the site address and SHLAA site reference.

All sites submitted will be individually assessed by the Planning Policy Team. The submission of a site DOES NOT guarantee that it will be allocated for development or receive favourable consideration if an application for residential planning permission is submitted. Respondents are reminded that applications for planning permission are determined against the adopted development plan and any other material considerations.

Please use the proforma below to suggest any sites that could accommodate 10 or more dwellings that you would like to be considered as part of the 2010 SHLAA review or to make any factual changes to sites identified in the 2009 assessment.

Please return one form for each suggested site, together with a map clearly identifying the boundary of the site to the Planning Policy team either by post to:

All sites should be received by Friday 9th April 2010. We regret that due to tight working timescales that any sites received after this date will not be considered in this year’s SHLAA.

Strategic Housing Land Availability Assessment Local authorities are required to carry out a Strategic Housing Land Availability Assessment (SHLAA) to identify future sources of land for housing. Strategic Housing Land Availability Assessments are a key component of the evidence base to support the delivery of sufficient land for housing to meet the community's need for more homes. These assessments are required by national planning policy, set out in Planning Policy Statement 3: Housing (PPS3).

How will the SHLAA inform future plans?
The assessment will form a critical part of the evidence base for future development plan documents.

Please note that SHLAAs do not represent policy and do not determine whether a site should be allocated or granted permission for development. SHLAAs should provide a comprehensive evidence base for future allocations documents.

The SHLAA exercise is a study of housing potential and does not itself allocate sites for development. However the work undertaken within this initial SHLAA will provide key evidence to inform the Core Strategy and Site Allocations document. The outcome of the SHLAA will ultimately provide a list of sites which will help to inform future housing allocations and development control decisions. These sites will all need to be in suitable locations that would contribute to the Government's objectives of creating sustainable, mixed communities.

What are the core requirements of the assessment?
As a minimum the assessment should provide the following core outputs:

  • A list of sites, cross-referenced to maps showing locations and boundaries
  • Assessment of the deliverability of each identified site to determine when an identified site is realistically expected to be developed
  • Potential quantity of housing that could be delivered on each site identified
  • Constraints on the delivery of identified sites
  • Recommendations on how these constraints could be overcome and when
    (SHLAA Practice Guidance, DCLG 2007, Figure 1).
