Answer

1. Does your council have any limitations on chugging - specific days, areas, etc?
No - Because they do not collect money, they're not classed as "street collectors" for the purpose of the legislation so there is little control available. They are, more or less, canvassers.

2. Do you allow more than one chugging day per year for each charity or group?
As above.

Regarding street collectors we only allow one per day on a first come, first served basis. When they ring up, we only allow one group to "collect" per day in each area, but as it's not really a charitable collection, we don't have a lot of control.

3. On average how many days per year do you allow chuggers to work in your area?
Again regarding street collectors, we don't allow them, usually, on market days, or on days where there is another collection taking place, so it averages out at about 6-8 per month.

4. Have you had any problems with chuggers in your area and, if so, what?
None identified, apart from an occasional anecdotal complaint of the collectors being overzealous.

5. Have you had any complaints from the public with regard to chuggers?
As Above.

6. Have you seen anything in the local press or had any dealings with the local press regarding chugging (please specify)?
No.
7. Do you know if your council has debated the question of chugging?
No.

8. Do you know any other towns where chugging has been a problem or banned?

No.
