Question

I am researching a Channel 4 housing series about empty homes and am looking at plans for building new homes. I would like to find out information about New Homes Bonus funding being spent by your local authority. Please supply me with the following information under the Freedom of Information Act.

1. How much New Homes Bonus (NHB) funding have you received since the scheme was introduced?

2. What proportion of that revenue has been spent on housing?

3. Of this percentage what proportion of NHB has been spent on:

a) new homes

b) empty homes brought back into use

c) other housing projects – including money to housing associations

4. What has the remaining proportion of NHB been spent on?

5. Are any plans in place regarding the future spending of NHB revenue in your authority?

6. (If applicable): What proportion of NHB funding have you already committed, or are you planning to use, to match fund Government HMR Transition Fund money?

7. What is the current population within your boundaries?

8. How many households are there within your boundaries?

Answer

1. How much New Homes Bonus (NHB) funding have you received since the scheme was introduced?
In 2011/12 it was £644,387
In 2012/13 it is £1,316,393

2. What proportion of that revenue has been spent on housing?
The funding is classed as a general grant rather than one which is ringfenced. Therefore it is pooled into the general amount of money the council spends and this cannot specifically be identified.

3. Of this percentage what proportion of NHB has been spent on:
See question 2
4. What has the remaining proportion of NHB been spent on?
See question 2

5. Are any plans in place regarding the future spending of NHB revenue in your authority?
During 2011/12, £314k of New Homes Bonus was taken to reserves as it was only notified in February 2011 just as the Budget was being approved.  As part of the Council's budget setting process for 2012/13 a fund of £150k has been established using this reserve to help support growth throughout the borough.  It is expected that a further amount of £150k will be set aside in 2013/14 with £84k coming from the LABGI reserve and £66k from the New Homes Bonus

6. (If applicable): What proportion of NHB funding have you already committed, or are you planning to use, to match fund Government HMR Transition Fund money?
Not applicable

7. What is the current population within your boundaries?
166,800

8. How many households are there within your boundaries?
69,475
