Question

I would like to know about your council’s issuing of on-the-spot fines (fixed penalty notices) for environmental offences. To make my request clear, I would like to know:

1. Please provide statistics for on-the-spot fines issued by your council in the financial year April 2011-March 2012.

I would like this information broken down by environmental offence (in a spreadsheet, if possible). I would like statistics for the following environmental offences:

Litter
Graffiti
Fly Posting
Dogs Fouling
Dog Control
Distribution of Literature
Waste Receptacles

- Please state the total income the council has received from these fixed penalty notices, broken down by offence.

- Please state the number of these FPNs which were issued to under-18s.

2. Please state the numbers of council employees and private contractors who have the power to issue on-the-spot fines for environmental offences. I would like the respective numbers of:

- council employees, empowered by the council to issue on-the-spot fines for environmental offences;

- employees of private companies, contracted by the council to patrol and issue on-the-spot fines for environmental offences. Please state the name of the private contractor(s).
