Question

I am undertaking some research for a project that I am doing about the different management options there are for management of leisure facilities and looking to see how successful each model is. From my research I understand that you now have a new management company for the facilities in Charnwood, I would therefore be grateful if you could forward to me the following information:

· The start and end date for the contract
· The subsidy figure for each facility
· What are the councils responsibilities for the facilities
· The level of capital investment that the new contractor was committed to for each facility and the nature of that investment.
· The timeline at contractual commitment for the completion of the new investment and comment as to whether that investment has been completed and to the agreed sums
· Is the council investing into the facilities
· The number of full time staff engaged at the start of the contract and the number of full time staff currently engaged for each site
· The number of DD and Annual memberships memberships at the start of the contract and the number of DD and annual memberships as of 1 July for each site
· The cost of a DD membership and an Annual Membership for each site
· What is the total patronage levels for each site month on month and how does that compare with the previous year
· Looking to identify the trends in self service across the fitness industry. Online bookings, how many, what proportion are online/onsite, bookings through mobile devices for each site.
· Sports halls are very large and expensive areas, so keeping them occupied is key. What proportion of your available slots are used/unused month by month.
· How many actual swimming lessons are put on each week at each centre
· Who is responsible for the management of the car park
· What is the policy regarding sustainability

The start and end date for the contract
1st October 2012 to 31st March 2022 – 10.5 years

The subsidy figure for each facility
Zero

What are the council’s responsibilities for the facilities?
The Council is responsible for maintaining buildings structures insurance
Latent defects with buildings
The Council has an appointed officer to oversee the management contract

The level of capital investment that the new contractor was committed to for each facility and the nature of that investment.
As part of the contractors financial bid they have proposed to deliver £1.9 million of capital investment into the leisure

South Charnwood Leisure Centre
·         Upgrade changing facilities
Loughborough Leisure Centre
·         Refurbished reception and office accommodation
·         Refurbish gym and activity rooms to provide dedicated Spinning studio and multi functional area
·         Upgrade on all  plant and machinery associated with gym facility
·         Provision of Soft Play area
·         Replace gym equipment
Soar Valley Leisure Centre
·         Refurbish reception area with provision of Café
·         Reconfigure office accommodation
·         Relocate (subject to Sport England approval) Health suite
·         Create larger studio spaces
·         Replace gym equipment

Final investment allocations not known.

Patronage across the three centres is up 40,945 on same period the previous year; a better comparison will be gauged once a full 12 months participation figures are available under the new contract.

Who is responsible for the management of the car park?
Charnwood Borough Council operates car park at Loughborough Leisure Centre as a town centre car park not centre specific
Car parks at Soar Valley Leisure Centre and South Charnwood Leisure Centre are centre specific, Charnwood Borough council are responsible for repair and maintenance.

What is the policy regarding sustainability?
Utilities – Reduce consumption my 0.5% annually
Participation – increase participation year on year by 2% for the first five years of contract.
