Question

I am seeking information on a planning policy matter.

Under paragraph 47 of the National Planning Policy Framework, Charnwood Borough Council is required to have “a supply of specific deliverable sites sufficient to provide five years worth of housing against their housing requirements”, plus 5% or 20% depending on the council’s delivery record.

1) Is Charnwood Borough Council required to have five years plus 5% OR five years plus 20% supply of specific deliverable sites?

2) Has the council already identified the required five years plus 5% or five years plus 20% supply of specific deliverable sites? If not, at what date does the council predict it will have identified the required supply?

Charnwood Borough Council is also required by the NPPF to “identify a supply of specific, developable sites or broad locations for growth, for years 6-10 and, where possible, for years 11-15”.

3) To what extent has the council been able to identify a 6-10 year supply and a 11-15 year supply?

Answer

1) Is Charnwood Borough Council required to have five years plus 5% OR five years plus 20% supply of specific deliverable sites?

Charnwood is taking into account a five year supply plus 20% supply of specific deliverable sites.

 2) Has the council already identified the required five years plus 5% or five years plus 20% supply of specific deliverable sites? If not, at what date does the council predict it will have identified the required supply?

Charnwood Borough Council is also required by the NPPF to “identify a supply of specific, developable sites or broad locations for growth, for years 6-10 and, where possible, for years 11-15”. 
Charnwood at present is working towards producing its Local Plan Core Strategy. An emerging development strategy was considered by the Council’s Cabinet on the 27th September 2012.  That strategy is being tested to see whether it can deliver under the 20% supply arrangements.  Whilst the emerging strategy has an amount of weight, we would like to see the comfort of an adopted Core Strategy to achieve a five year supply of housing.    We expect to Publish the Core Strategy in the Spring of 2013 and adopt in the Spring of 2014.

3) To what extent has the council been able to identify a 6-10 year supply and a 11-15 year supply? "

The Strategic Housing Land Availability Assessment (SHLAA) which is available on our website https://www.charnwood.gov.uk/pages/strategic_housing_land_availability_assessment  has identified possible sites for the 6-10 year and 11-15 year supply.
