Question

I wondered if you could kindly supply me with details of the following:

1) How many housing developments has your planning department approved, against the flood-related advice of the Environment Agency, in each of the following years: 2002-3, 2003-4, 2004-5, 2005-6, 2007-8, 2008-9, 2009-10, 2010-11, 2011-12, and so far in 2012-13?
2) Can you provide the name of the developments, the location of the developments and the name of the developer, in all these cases?
3) Of the above developments, in each year, how many of the homes were designated for affordable housing or social housing?

Answer

The information requested is held for the years 2004/05 to 2011/12, as it is collated for a an annual monitoring report.  The reports can be found on our website: http://www.charnwood.gov.uk/pages/monitoringandresearch and attached is a spreadsheet detailing our response to your specific questions for those years.
Prior to 2004/05 the information was not collated, and although the information would be held against each individual planning application, it is not held in a manner that would allow for easy collation.  The time required to locate and retrieve the information requested by going through each application received would exceed the appropriate limit for dealing with requests set out in section 12 of the Act and the Appropriate Limit and Fees Regulations.
The data for 2012/13 will be collated following the year end and published in our Annual Monitoring report in December 2013.  Prior to this report, the information requested would only be held against each individual planning application, it is not held in a manner that would allow for easy collation and as above the time required to locate and retrieve the information requested by going through each application received would exceed the appropriate limit for dealing with requests set out in section 12 of the Act and the Appropriate Limit and Fees Regulations.

The Council would normally wish to offer suggestions as to how some of the information could be provided or how a differently worded request could result in information being provided within the terms of the Act and the Regulations.  However due to the complexity of the information requested in this case in relation to the way in which the Council holds information this does not appear possible in this case.
