Answer

Following the above information request I am pleased to provide the following information:
1 - how many a) new social housing (to include housing association and local authority run) tenants were there in i) 2007-8 and ii) 2011-12
i) in 2007/08 there were 511 lettings to new social housing tenants
ii) in 2011/12 there were 608 lettings to new social tenants through the housing register, this does not account for any direct lettings by RSLs as we do not hold this information

2 - how many b) existing social housing tenants were there in i) 2007-08 and ii) 2011-12
i) at the beginning of 2007/08 there were 7916 social tenants
ii) at the beginning of 2011/12 there were 5706 Local Authority tenancies, we do not hold information of RSL tenancies

3 - 5 Charnwood Borough Council may hold information regarding the nationality of tenants and those on the housing waiting list, however this information if held will only be held in the individual housing files and housing applications.   The time required to locate and retrieve the information requested by going through each file and application would exceed the appropriate limit for dealing with requests as set out in section 12 of the Act and the Appropriate Limit and Fees Regulations.

The Council would normally wish to offer suggestions as to how some of the information could be provided or how a differently worded request could result in information being provided within the terms of the Act and the Regulations.  However due to the complexity of the information requested in this case in relation to the way in which the Council holds information this does not appear possible in this case.
