Question

I would like to request under the Freedom of Information Act 2000 information regarding the Multi Use Games Area (MUGA) at Loughborough University. If this information is on the Charnwood Borough Council web-site, please email me the link. Why did the original plans have to be amended? Is it true that the cost was £25 Million? How much money has Loughborough University got in expenditure in comparison to Charnwood Borough Council? Has this increased per annum over the years? The halls of residents’ plans, for example, for John Phillips, were they approved through Charnwood Borough Council? Who was involved in the decision making process?

How much money is donated from Loughborough University to Charnwood Borough Council on an annual basis? Does Loughborough University donate money? Is this to community projects or for the development or maintenance of social housing? Where does funding for Charnwood Borough Council come from? Is a breakdown of funding and expenditure published for the public view? How many residents are classified as having a disability or are elderly vulnerable who live in council flats?

In which year were the council offices built? How much was the cost? In which year were the hot water cylinders installed in council properties? Was it en mass or individual for each flat according to maintenance requirements? The hot water cylinder in my flat states 1984 on it, It is a Hercal cylinder BS:1566: 1984 DFC REF 2 Grade 3 Who designed the council flats? Has the council got the original plans?

Is there information with regards to annual spending for Charnwood Leisure? Is this published on Charnwood Borough Council website? Thus is expenditure from Loughborough University and Charnwood Borough Council published? This is with regards to annual wages of employees? In addition to this annual expenditure on improvements and maintenance to social housing from Charnwood Borough Council? Plus plans approved from the council for Loughborough University. Is there a discrepancy with regards to the amount of money spend at Loughborough University in comparison to spending at Charnwood Borough Council in other areas, such as social housing or at Charnwood Leisure?

Are Loughborough library and Charnwood Museum run through Leicestershire County Council?

I would like to request under the Freedom of Information Act 2000 information regarding the Multi Use Games Area (MUGA) at Loughborough University.  If this information is on the Charnwood Borough Council web-site, please email me the link.  Why did the original plans have to be amended? Is it true that the cost was £25 Million? 
Original plans were refused planning permission due to the close proximity to neighbouring private residences and the associated noise nuisance and flood lighting which would affect the residential areas surrounding.  Further information can be found on the Councils planning explorer under application number P/11/0741/2
Loughborough University will hold the information on the projected costs of the project; these figures are not submitted to the council.
 
The halls of residents’ plans, for example, for John Phillips, were they approved through Charnwood Borough Council?  Who was involved in the decision making process?
Plus plans approved from the council for Loughborough University. 
All new building at the University will need to have planning permission approved by Charnwood Borough Council.  Using planning explorer: http://portal.charnwood.gov.uk/Northgate/PlanningExplorerAA/Home.aspx
You can perform a general search and enter Loughborough University as the applicant name  This will bring up all applications submitted by the University and by clicking on the individual planning application numbers you will be able to find full details of each application.

The annual accounts and budgets shown on these pages show all income, and how much money is spent in each area, including employee costs.  The HRA (Housing Revenue Account) shows all income and expenditure on our social housing.

In which year were the hot water cylinders installed in council properties?  Was it en mass or individual for each flat according to maintenance requirements? 
Who designed the council flats?  Has the council got the original plans?
We are unable to answer the questions above regarding hot water cylinders, and design of council flats.  While the council does record this information in the form of individual building records, it is not held in a manner that would allow collation of this information easily, and would exceed the appropriate limit for dealing with requests set out in section 12 of the Act and the Appropriate Limit and Fees Regulations.

In order to try and accommodate your request within the scope of the Act, we would be able to supply you with the information requested for a specific block of council flats.  Please let me know if you wish to discuss this approach further.

In which year were the council offices built?  How much was the cost? 
The foundation stone for New Southfields was laid in 1990 and the cost of the building was circa £4.5 million.  The original Southfield House building which is still in use by the council was built in the early 19th Century.

Are Loughborough library and Charnwood Museum run through Leicestershire County Council?
Loughborough Library is run by Leicestershire County Council.
Charnwood Museum is run in partnership by Charnwood Borough Council and Leicestershire County Council.  The building and day to day running is managed by Charnwood Borough Council.  The exhibitions and curator are provided and managed by Leicestershire County Council.
