Question

I photographed two female operatives in Loughborough centre recently who bore the logo of 'Street Warden' on the apparel.

I noticed they had various items of equipment upon their persons one of which appeared to be a camera on their left shoulder and a pda (personal digital assistant) of some kind slung over their left shoulder on a strap. Other objects carried on straps towards the right hip were non identifiable.

Please disclose under the freedom of information act 2000 exactly

1) What items are carried by street wardens in the course of their duties.

2) If they carry and use cameras when are they to be activated to record mode, where is this data stored and what security measures are taken to protect such data and what process is involved if a member of the public wishes to access the data on the camera storage device if it contains data about them as a subject?

3) Who are the operatives bearing the logos 'Street warden' employed by?

Answer

1) What items are carried by street wardens in the course of their duties.
The Street Wardens carry the following equipment:
a. Printer  - to print Parking Charge Notices
b. Hand held device – to issue parking charge notices
c. Body Worn video – to record a conversation with a person who has committed an environmental crime after announcing they are recording with body worn video
d. Mobile handset with a push to talk function – to communicate with other officers and base
e. Camera – to take photographs for evidence for parking charge notices and collecting evidence for environmental crimes

2) If they carry and use cameras when are they to be activated to record mode, where is this data stored and what security measures are taken to protect such data and what process is involved if a member of the public wishes to access the data on the camera storage device if it contains data about them as a subject?
They will only use the record function if they witness a person committing an environmental crime, they will announce they are about to record the conversation and only use this in evidence if the case goes to court.
If a member of the public wishes to examine a recording they should contact the Council for a subject access request.
