Question

1. How does the council categorise complaints in relation to the private rented sector, social rented sector and owner occupied sector?

2. Could the council give a breakdown of the number and type of enforcement actions that the council has undertaken between 1st April 2011 and 31st March 2012, against landlords, the social rented sector and owner occupiers?

3. Could the council give a breakdown on the number of complaints that the council has received between 1st April 2011 and 31st March 2012 in relation to
a. private rented sector?
b. social housing residents?
c. owner occupied housing?

4. How does the council categorise the budget for the enforcement action between the three sectors?

5. How much the council has spent on legal action between 1st April 2011 and 31st March 2012 in relation to housing against
a. Landlords?
b. Tenants?
c. Owner occupiers?

Answer

1. How does the council categorise complaints in relation to the private rented sector, social rented sector and owner occupied sector?  The Council differentiates between complaints it deals with as a regulatory/enforcement agency with statutory powers and those it received as a provider of social housing in its own right.

2. Could the council give a breakdown of the number and type of enforcement actions that the council has undertaken between 1st April 2011 and 31st March 2012, against landlords, the social rented sector and owner occupiers?  The Council undertook 31 enforcement actions in total.  I would be grateful if you could let me know the type of breakdown you would be interested in.

3. Could the council give a breakdown on the number of complaints that the council has received between 1st April 2011 and 31st March 2012 in relation to a. private rented sector?  130 b. social housing residents?  18 c. owner occupied housing?  8 d. complaints received in its capacity as a landlord/provider of social housing? 289

4. How does the council categorise the budget for the enforcement action between the three sectors?  The budget is not separated.

5. How much the council has spent on legal action between 1st April 2011 and 31st March 2012 in relation to housing against a. Landlords?
b. Tenants?                               
c. Owner occupiers? The total legal recharge for the enforcement team was £10,492.82 for that year.
The housing landlord service spent £69,331.18 on legal fees relating to rent possessions and income matters and £43,959.79 relating to ASB cases.
