Question

I would like to make a Freedom of information request under the Freedom of Information Act 2000.

• How did the council establish the figure for the HMO licensing fee?

• What was the predicated number of license the council expected to issue for the calculation of the fee?

• How many licenses have been issued by the council?

• What functions are included in the fee?

Answer

• How did the council establish the figure for the HMO licensing fee?
Based on Govnt guidance and HMO Licensing Project Plan guidance from the Chartered Institute of  Environmental Health.
• What was the predicated number of license the council expected to issue for the calculation of the fee? The estimated number of licences was 250, although this did not affect the fee calculated as this was based on officer and admin time per application, irrespective of the number of applications.
• How many licenses have been issued by the council? 360
• What functions are included in the fee? All administrative tasks, including the fit and proper person check, examination of documentation required, preparation and issue of draft and final licence etc. The HHSRS property inspection is not included in the fee. A reduced fee was agreed for multiple applications from the same applicant to take account of the reduction in officer time in such cases.
