Apply for a HMO licence

Larger Houses in Multiple Occupation (HMO's) need an additional licence from Charnwood Borough Council. Licenceable HMO's are properties that are both;

  • Occupied by five or more people from two or more households;
  • Three or more storeys in height - including loft conversions and attics, etc  

To find out whether your property needs a HMO licence, fill in the Pre Evaluation Form (PDF, 67 Kb) and return it to the address shown or fill in a HMO licence application form.

Apply to re-license a HMO

If you are currently operating a licencable HMO you will need to re-licence the property by submitting a re-licensing application before the current licence expires.

If your property is no longer licencable, please write or email explaining the reasons why this is the case. If you no longer own the property or control it, please inform the Private Sector Housing Team.


HMO application fees

Below is a breakdown of the charges set by Charnwood Borough Council.

HMO Licence Applications:

  • Basic Licence Fee - £610
  • Proposed licence holder accredited by DASH (formally EMLAS) - £500
  • Multiple applications with the same proposed licence holder - £610 for first property then £500 per property thereafter
  • Multiple applications with the same DASH accredited proposed licence holder - £500 for first property then £390 per property thereafter


Re-Licensing Applications:

  • Re-licence fee - £500
  • Proposed re-licence holder accredited by DASH (formally EMLAS) - £390
  • Multiple re-licensing applications with the same proposed licence holder - £500 for first property then £390 per property thereafter
  • Multiple re-licensing applications with the same DASH accredited proposed licence holder - £390 for first property then £280 per property thereafter

Properties with more than six lettable rooms will be charged as above, plus £10 per additional room.
