Due to significant demand Leicestershire County Council has now closed the Green Living Leicestershire home energy grant to new applications and are directing residents to sign up to the Warm Homes Newsletter to be notified of future funding rounds and the latest advice and information supporting affordable warmth at home.

The county council are now working to carry out eligibility checks and identify suitable measures, prioritising the least efficient homes first. Funding is finite and measures offered are subject to survey and spend caps. The county council will not be able to support all applicants in this round of funding. Existing applicants that the county council are unable to support will also be notified of any future rounds of funding.

About the grant

The Green Living Leicestershire grant is a government-backed scheme delivered in partnership with Leicestershire local authorities to improve the energy efficiency of eligible households for free. There is limited funding and qualification criteria will apply which are detailed below.

The grant will help residents by improving the warmth and comfort of their homes, whilst also reducing energy bills, carbon emissions and levels of fuel poverty across the county.

Leicestershire County Council are currently inviting applications via their scheme partners Yorkshire Energy Solutions (YES) to qualify residents. It aims to raise the energy efficiency of low energy performance homes, including off-gas grid homes. It is available to homeowners (owner occupiers) only.

Please note: By completing the application form, you agree to pass your contact information to Yes Energy Solutions and delivery contractors for the purpose of contacting you to identify eligibility under this scheme and assess for suitable measures. Details of how your data will be used by Leicestershire County Council can be found in their privacy notice.

Eligible homes could receive the following:

  • External wall insulation
  • Air Source Heat Pumps (low carbon heating)
  • Solar panels (renewable electricity generation)
  • Energy efficient doors/windows
  • Smart heating controls
  • Cavity insulation
  • Loft insulation
  • Small low-cost energy efficiency improvements such as LED lighting


To be eligible, one of these must apply:

  • your household’s annual income is under £30,000 gross


A household member is in receipt of:

  • Income based Jobseeker’s Allowance (JSA)
  • Income related Employment & Support Allowance (ESA)
  • Income Support (IS)
  • Pension Credit Guarantee Credit
  • Pension Credit Savings Credit
  • Working Tax Credit (WTC)
  • Child Tax Credits (CTC)
  • Universal Credit (UC)
  • Housing Benefit


  • Child Benefit with a household income within the following thresholds:
    • A single adult with 1 child: £19,800
    • A single adult with 2 children: £24,600
    • A single adult with 3 children: £29,400
    • A single adult with 4 or more children: £34,200
    • Couple with 1 child: £27,300
    • Couple with 2 children: £32,100
    • Couple with 3 children: £36,900
    • Couple with 4 or more children: £41,700


  • your home must have an Energy Performance Rating (EPC) of either D, E, F, or G. You can check your existing EPC rating at Find an energy certificate (Gov.uk) (If you don’t have an EPC certificate confirming your home’s rating or an existing one is over 5 years old, YES Energy Solutions will arrange one for you free of charge.) 
  • you must be a homeowner (owner occupier)

All improvement works to your home must be completed by 31 March 2023 in order to qualify for funding via this scheme. 

Home survey

A Leicestershire County Council-appointed contractor will visit you to determine what improvements are suitable for your home. Several visits may be required to assess your home and survey for specific measures recommended within the Energy Performance Certificate.


Your home will receive the required works from a Trustmark registered contractor to improve its energy efficiency rating.


The scheme also includes warranties and guarantees with applicable terms and conditions in accordance with the measures installed per job.

If you have previously applied to this scheme and wish to discuss the status of your application, call the YES Energy Solutions team on 03309 126 199 (Monday-Friday 9am-5pm). Please note there can be a waiting period of several months following survey for measures and confirmation that measures can be offered.

I previously applied to the Green Homes Grant. Can I still apply to Sustainable Warmth?

Yes, your property must meet the energy efficiency requirements set out above to qualify.

Further information

The grant is provided on a first come first served basis prioritising the most inefficient properties and application alone doesn't guarantee receipt of measures which are subject to survey, availability and funding being deliverable by end of March 2023. The scheme will prioritise the lowest energy efficient homes.

Due to anticipated demand, we may not be able support all applicant households in this round of funding however previous applicants will be notified of new initiatives as they become available.

Funding is provided via Sustainable Warmth Competition administered by the Department for Business Energy and Industrial Strategy (BEIS). The fund consists of Local Authority Delivery and Home Upgrade Grant designed to support household on and off the gas network respectively and is subject to average spend caps and caps on the proportion of properties with an EPC rating of D that can be supported.
