Face to face appointments

All face to face appointments for applications in respect of private hire / hackney carriage licences have been suspended until further notice.

Vehicle inspections

Charnwood Borough Council requests all licensed vehicles to have a Certificate of Compliance as opposed to an MOT. 

Charnwood Borough Council authorises three garages to carry out licensed vehicle testing:

Loughborough MOT & Service Centre situated on 34 Moira Street, Loughborough, LE11 1AU on Mondays only. If you want to book, please call 01509 213838 and it will divert to a mobile number so that you can make the booking.

Ark Motors situated on 38 Cossington Road, Sileby, Loughborough, Leicestershire, LE12 7RS on Monday to Thursday 8am to 6pm and Fridays 8am to 5:30. If you want to book, please call 01509 812269.

Shreeve & Mardell situated on 17a Limehurst Avenue Loughborough, LE11 1PE Monday 8am to 6pm Tuesday to Saturday 8:30am to 6pm. If you want to book, please call 01509 263644.

New vehicles

All licence holders who wish to apply for the grant of a Private Hire / Hackney Carriage vehicle licence must submit an application by completing one of the forms below.

Please email your completed application to licensing@charnwood.gov.uk along with the following documents:

  • V5 Logbook
  • Insurance certificate or cover note (at least 7 days cover), or alternatively ask your Insurance Company to send this to us on your behalf.
  • Compliance certificate issued by the garage (valid for 28 days from the compliance pass date)

Additional documents also required at time of submitting your application:

For Hackney Carriage vehicle applications:

  • a meter calibration certificate

For Private Hire vehicle applications:

  • a meter calibration certificate, if a meter is fitted,
  • an operator authorisation form, signed by the private hire operator where the owner does not hold his own private hire operator’s licence
  • an exemption application form and current contract letter (s) if you wish to hold an exemption certificate

Please note that all accompanying attachments can be scanned copies or photographs but these must be complete images, legible and readable.

All applications will be acknowledged by email. The Licensing staff will contact you to pay the relevant application fee. Please do not ring us. It might be that you receive a telephone call the next day. Once your payment has been received, an email receipt will be issued.

Only those that successfully submit a correct and complete application form, along with all accompanying documents and pay the appropriate fee will be granted a vehicle licence.

Any application that does not contain all required documents will be rejected and an email explanation will be sent to you.

We continue to operate on minimal staff, for a limited period of time within the Council Offices. Once your licence and plate livery has been printed, Licensing will contact you to arrange collection. A member of the licensing team will confirm an appointment time for you to meet us at the Council Offices visitor car park.

When collecting your licence and vehicle livery youmust attend the Council Office car park on the date and time given. Please do not be late. A further appointment will need to be made for any no show. 

When you arrive please head towards the Council Offices front door entrance with your face covering on. You will not be permitted to enter the building. If asked, advise you are here to collect your licence/plates from Licensing. A member of the Licensing Team will meet you at the entrance with your licence/plates whilst maintaining social distance at all times.

You are only permitted to use the vehicle, as a licensed vehicle, once you have received your licence document and the vehicle is correctly displaying all required livery. Vehicle signage requirements can be found below:

Renewal vehicles

Application forms, supporting documents and appropriate fees must be submitted at least 10 working days before the expiry of your current licence.

All licence holders who wish to renew an existing Private Hire / Hackney Carriage vehicle licence must submit an application form by completing the below form.

Email your completed application to licensing@charnwood.gov.uk along with the following documents:

  • V5 Logbook
  • Insurance certificate or cover note (at least 7 days cover), or alternatively ask your Insurance Company to send this to us on your behalf.
  • Compliance certificate issued by the garage

New Drivers - Knowledge tests

All knowledge tests have been suspended until further notice. We will contact all applicants to re-arrange any booked test when service resumes.

Renewal Drivers

Application forms, supporting documents and appropriate fees must be submitted at least 10 working days before the expiry of your current licence.

All licence holders who wish to renew an existing combined drivers licence (private hire / hackney carriage driver licence) must follow the link below:

Not Renewing? - Notice to Surrender Licence (s)

If you do not wish to renew your combined drivers licence, please complete a driver surrender form and return it to the Council Offices along with your both of your badges and driver licence document. These can all be posted or dropped off in the Council’s letter box. If you return your form by email, please note on the form that the badges/licence document will follow either in the post or be dropped off.

If you do not wish to renew your vehicle licence, please complete a vehicle taxi return form rename this form please to (Vehicle Licence & Plate Return Form) and return it to the Council Offices along with both front and rear vehicle plates, both doors signs, fare card (if a hackney carriage vehicle), internal plate and the vehicle licence document. These can all be dropped off in the Council’s letter box. If you return your form by email, please note on the form that all vehicle livery will follow either in the post or be dropped off.

Social distancing in the workplace during coronavirus (COVID-19): sector guidance

We are aware that the taxis and private hire vehicle trade are undertaking delivery work – please see the section on ‘Deliveries’ as well as ‘Transport businesses’ at the Government website. Measures contained in the section on ‘Use of private vehicles and car-pooling’ would apply to the taxi and private hire vehicle sector e.g. maintain good ventilation.
