A hybrid planning application was approved in August 2016.

This included detailed elements mostly within Leicester City for the Southern Access Road and an outline, (or in principle), elements for the remainder of the scheme that is mostly within Charnwood.

The hybrid application includes many background documents that informed the decision. These documents can be found on the key documents webpage.

The planning application documents are listed in full on the council’s website and can be found here:

The planning permission was granted subject to conditions. Many of these require further details to be submitted and approved in writing. These details are submitted as discharge of condition applications or reserved matters applications. As these are submitted links to them will appear below:

Discharge of Condition applications

The following Discharge of conditions applications have been submitted and approved:

P/19/1204/2 covers Phasing of the development. It is subject to regular review and at present mostly covers the detail for phase 1.

P/19/1432/2 covers archaeology. Documents can be found below:

Details for discharge of condition 3 of the Reserved Matters application relating to tree and hedgerow protection were approved based on the details in the following discharge of condition applications:

Details have been submitted to discharge condition 8 and 28 of the outline permission relating to surface water drainage and foul water treatment.

These applications are currently pending and details can be found here:

  • P/21/0537/2 – Application to discharge condition 8 of outline permission relating surface water drainage
  • P/21/0539/2 – Application to discharge condition 28 of outline permission relating to foul sewage

Other conditions require details to be agreed prior to commencement of the development and details will be made available when submitted.

Section 106 Legal Agreement Obligations

There are clauses within the legal agreement that require further details to be submitted and agreed. As these are submitted and agreed they will appear below:

Environmental Impact

Separate regulations require an assessment of the environmental impacts of the scheme alongside the planning application.  This was done as part of the original outline planning application and takes the form of an Environmental Assessment, (EA), for the whole site and a later supplement to it.  The information already received has to be to be revisited with each new application that is received, (called subsequent applications), to see if a further addendum to the Environmental Assessment, (ESA), is needed.

Copies of any formal assessment of the need for an ESA the Council makes will appear below once completed:

Reserved Matters Planning Applications

Detailed planning applications for areas within the site (the reserved matters) will be made as the development proceeds.  Consultations on these take place in the normal way. There are currently four approved reserved matters applications which cover most of phase 1. These are:

Phase 1 Applications

P/19/1369/2 which deals with the green spaces, drainage and roads

P/19/1374/2 which is for 133 houses by William Davis Homes

P/19/1457/2 which is for 225 houses by David Wilson Homes

P/19/1479/2 which is for 246 houses by Davidsons Developments

As further applications are submitted links to them will appear below.

Following approval of reserved matters, William Davis Homes and David Wilson Homes have agreed a land swap in order for William Davis to be able to commence development on their parcel at an earlier stage. This would result in changes to the development parcels within Phase 1 as well as changes to some of the details approved through the relevant reserved matters applications.

Applications have been submitted seeking to regularise the minor material amendments and are being considered as follows:
