Covid-19 business grants and support

Local Restrictions Support Grant (Open business)

The Local Restrictions Support Grant (Open business) is a scheme designed to support businesses in the hospitality, leisure and accommodation sectors that were affected while remaining open under Tier 2 local restrictions in Charnwood from 31 October 2020.

This is a discretionary scheme and the level of funding provided to councils to administer this is based on the number of hospitality, leisure and accommodation businesses within the area.

Awards will be for each 28-day period that the area remained in Tier 2 (or awarded on a pro-rata basis if the period was less than 28 days).

The grants are for or hospitality, leisure and accommodation businesses that have a business premise, business rates account and a rateable value.

Awards will be based on the business premise rateable value.

Businesses are able to claim grants for each qualifying business premise.

Amounts

Grants are available:

  • up to £934 per 28-day period for businesses occupying premises with a rateable value of exactly £15,000 or under on the date of the commencement of the local restrictions.
  • up to £1,400 per 28-day period for businesses occupying premises with a rateable value over £15,000 and less than £51,000 on the date of the commencement of the local restrictions.
  • up to £2,100 per 28-day period for businesses occupying premises with a rateable value of exactly £51,000 or above on the date of the commencement of the local restrictions.

National Restrictions Support Grant (Closed businesses)

The National Restrictions Support Grant (Closed) is a scheme to support businesses that that have been legally required to close as a result of national restrictions commencing on 5 November 2020. This scheme will be administered in line with Government requirements.

Grants are available for businesses that have a Business Rates account and were legally required to close on 5 November 2020.

Amounts

  • Businesses occupying hereditaments appearing on the local rating list with a rateable value of exactly £15,000 or under on the date of the commencement of the local restrictions will receive a payment of £1334 per 28-day qualifying restriction period.
  • Businesses occupying hereditaments appearing on the local rating list with a rateable value over £15,000 and less than £51,000 on the date of the commencement of the local restrictions will receive a payment of £2,000 per 28-day qualifying restriction period.
  • Businesses occupying hereditaments appearing on the local rating list with a rateable value of exactly £51,000 or above on the commencement date of the local restrictions, will receive £3,000 per 28-day qualifying restriction period.

Local Restrictions Support Grant (Sector)

The Local Restrictions Support Grant (Sector) is a scheme to support businesses that that were legally required to close on 23 March 2020 and have never been able to re-open. This scheme will be administered in line with Government requirements.

The grants are for nightclubs, dance halls, discotheques, sexual entertainment venues and hostess bars which have a business rates account and were legally required to close on 23 March 2020 and have been required to remain closed.

Amounts

  • Businesses occupying hereditaments appearing on the local rating list with a rateable value of exactly £15,000 or under on the date of the commencement of the local restrictions will receive a payment of £667 per 14-day qualifying restriction period.
  • Businesses occupying hereditaments appearing on the local rating list with a rateable value over £15,000 and less than £51,000 on the date of the commencement of the local restrictions will receive a payment of £1,000 per 14-day qualifying restriction period.
  • Businesses occupying hereditaments appearing on the local rating list with a rateable value of exactly £51,000 or above on the commencement date of the local restrictions, will receive £1,500 per 14-day qualifying restriction period.

Additional Restrictions Grant (Local Business Support Grant)

Additional funding has been provided to eligible Local Authorities where Tier 3 or widespread national restrictions are imposed. The Additional Restrictions Grant (also referred to as the Local Discretionary Support Grant) is a scheme to provide support for businesses affected by reduced trading conditions e.g. suppliers to the retail, hospitality, leisure or events industry.

The Government guidance states that in taking decisions on the appropriate level of grant, local authorities may want to consider the level of:

  • Fixed costs faced by the business in question
  • The number of employees
  • Whether businesses have had to cease trading and are unable to trade online
  • The consequent scale of impact of this lockdown on income    

The Council has considered this statement and has developed an application process and assessment criteria that will consider:

  • The number of employees
  • Size/amount of any ongoing fixed business costs
  • The scale of income loss that has a occurred as a result of the COVID-19 pandemic
  • Whether the business is an independent locally owned business
  • The ability of a business to trade or offer services online
  • Any previous grant or financial support businesses that may have already been received during the pandemic

The Council has determined that the value of any grants awarded will be up to £1,000, up to £2,500, up to £5,000, up to £10,000, up to £20,000.

The value of the grant awarded will be dependent on the outcome of the scoring of the application against the set criteria.  The value of the grant awards may be pro rata’d should the qualifying number of applications exceed the funding pot available.

The emphasis of this fund will be on making meaningful payments to those in significant need, rather than paying as many businesses as possible small amounts. Due to this, grants will be determined on a case by case basis following careful consideration of the information provided. Therefore, an application to this grant scheme does not guarantee that a grant will be received.

We reserve the right to modify and/or withdraw each grant award and its associated conditions, particularly to ensure that public money is spent well. This may be in response to changes in national legislation, local economic and health conditions and changes in funding circumstances. Any payments made outside of the payment cycles will be pro-rata’d accordingly.

How do apply for a grant?

To be eligible to apply for a grant you must meet the following criteria:

  • The business must have been open and trading (and where applicable registered for business rates) as of 30th October for the LRSG (Open) or 4th November for the LDSG
  • The business can’t be insolvent
  • The business can’t be in administration
  • The business can’t have a striking off notice
  • The business must adhere to state aid requirements by receiving the funding

Application for either or both schemes can be made through the same form

Applications for both grant schemes will be open from 18th November – 3rd December after which the scheme will close and no further applications will be accepted for this period.

Any business eligible for the LRSG (open) scheme for the period 31st October – 4th November will have their pro-rata’d payment include in within their LRSG (closed) payment, there is no need to complete a further application for this grant.

Any business eligible for the LRSG (Sector) scheme for the period 1st November – 4th November will have their pro-rata’d payment include in within their LRSG (closed) payment, there is no need to complete a further application for this grant.

  • Your Business Rates account number (if applicable)
  • bank statements
  • tax returns
  • trading accounts
  • evidence of: fixed costs, number of employee, loss of income etc.

Appeals

There is no right to appeal, and the decision of the Council is final. As set out in the Business Grant Fund Policy, the Council’s interpretation of the guidance is at its own discretion and it will be the final arbiter of the definitions contained within this policy.
