Residents with wheeled bins are asked to leave their bin at the edge of their property next to the highway at 7am on their day of collection, as shown below. They will be emptied and returned to the edge of the property.

We will not empty a wheeled bin if:

  • It is over-filled
  • It contains inappropriate materials
  • It is placed out for collection on a non-scheduled day (for exceptions see above)
  • It is not placed out for collection on the scheduled day or was not placed out for collection by 7am

We will only collect what is in the wheeled bin – any side or excess waste will not be collected regardless of whether it is in Charnwood black sacks. Please make use of the recycling services to minimise your waste. Residents should not place their bin for collection earlier than the evening before their collection day.

Please be aware: Excess bags on the highway may incur an £110 fixed penalty notice for incorrect use of a waste receptacle under section 47ZA of the Environmental Protection Act 1990

Residents with plastic sacks are asked to leave their sacks at the edge of their property next to the highway at 7am on their day of collection (see diagram above). Charnwood will collect up to 3 sacks from each household each week. On recycling week the contractor will leave new black sacks depending on how many bags are presented. On the other week no black sacks will be left. The collection vehicle in use on that week is primarily involved in emptying wheelie bins and does not carry black sacks

Sacks will be collected if:

  • They are manageable
  • They are tied
  • They are placed out for collection at the correct time

Sacks will not be collected if:

  • They are too heavy
  • They contain inappropriate materials
  • They are placed out for collection on a non-scheduled day (for exceptions see above)
  • They are not placed out for collection on the scheduled day
  • They are behind a locked gate
  • They are split
  • They are not tied
  • They are not Charnwood refuse sacks

Residents should not place their sack out for collection earlier than the evening before their collection day.

Recycling bags containing items that are not listed on the front, will not be collected. Charnwood Borough Council will write to people who place incorrect items in bags and leave them on the highway. Persistant offenders, or people that use recycling bags for general waste, may be issued with a £110 fixed penalty notice for incorrect use of a waste receptacle, under Section 47ZA of the Environmental Protection Act 1990.

Residents using a communal bin will need to provide their own sacks. Please consult the manager of the building for specific details as arrangements are made according to the requirements/restrictions of the building. Residents will not normally need to move containers for collection. Containers will not be emptied if:

  • They are overfilled
  • They contain inappropriate materials

Missed Collections

Before contacting us please check the following:

  • Was the bin/sack in the correct place for collection?
  • Do the crews have access to the bin/sack?
  • Have you complied with the guidelines set out previously?

If the answer to all of the above is yes then contact us and collection will be arranged, usually within the next 24 hours. You will be informed upon contact if we cannot collect your refuse and be given a reason why.

What if I Am Unable to Move My Sacks/ Wheeled Bin to the Edge of My Property for Collection?

The Council provides a discretionary assisted service for residents unable to place their bin/sacks out for collection. This is usually due to illness or disability. If you think you qualify for the assisted service please contact us to assess your situation, using the form below. You may need a note from your Doctor or health service provider and a home visit may be needed. The assisted service allows you to leave your bin/sacks outside the front or back door of your property provided there is easy access for our crews to collect.

New Environmental Contract: How Will the Changes Affect School Recycling Collections?

Schools will be affected in the same way as domestic properties, by switching first to a single recycling sack in August 2009, then to a wheelie bin for recycling in 2010/11. No glass is currently collected from schools, and it isn’t anticipated that this will change.

If You Miss My Bin, When Will You Come Back to Collect It?

If we've missed your bin, we aim to revisit your house within one working day. If you notify us before 12noon on the day of collection we will normally return the same day.

I Live in a Terraced Property Where Should I Present My Wheelie Bin & Recycling Box/Bags?

For terraced properties without a front garden, wheelie bins (and recyclables) should be presented for collection at an unlocked back gate (or gateway) which opens onto the alleyway.  If, the householder wishes to keep the back gate locked it should be presented on the alleyway side of that gate.  The contractor should return the wheeled bin (or box) to wherever it was presented.  If, for whatever reason, wheelie bins end up on the street they should be returned to the back garden as soon as possible after collection.

How Environmentally-Friendly is the Current Service?

One requirement of the contract with our pratners Serco is that it reduces the current carbon emissions of the service. Serco are aiming to reduce carbon emissions by 40%, by re-routing the collection rounds, and using vehicles powered by bio-diesel.  This is in addition to the substantial amounts of energy that is being saved by recycling valuable materials such as plastic, aluminium and steel.  As well as reducing our emmission of greenhouse gases by composting organic garden waste.

What Do We Do if We Can't Fit All Our Rubbish Into the Black Bin, as the Bin Lid Has to Be Closed?

Anyone in this situation should contact us for advice on how to reduce the amount of waste they are producing. Any waste left at the side of the bin, will not be taken.  In addition, if your bin lid is not completely closed, your bin will not be emptied. If you have excess waste due to a clear out etc. you could take the waste to your local household waste site; commonly known as the tip.  Or, donate good quality goods to a charity shop.

What Will Happen if I Place the Wrong Items in My Purple Sack or Box for Glass?

The box or bag will have a sticker stuck on by the crew explaining which material is present that should not be there. The box or bag will not be collected. Contaminated bags and boxes will have to be re-sorted by the householder before the next collection.

Why Do I Have to Put Rubbish Out by 7am?

All residential collections start at 7am, but sometimes drivers have to take a different route.
